Time and time again, Trump’s Department of Education uses cuts, rules, and review protocols to make it more difficult to receive Federal funding for education-related work. This time, it’s taking a “double filter” approach. The first filter (normal protocol) scrutinizes budgets before approving funding. The second filter, now in place, requires grantees to document/justify every expenditure. “Murray Bessette, acting assistant secretary for the Office of Planning, Evaluation and Policy Development, said grant recipients must provide ‘clear, detailed justifications for each payment request.’ Each request must include the program name, expense categories and amounts, and the start and end dates for expenses.
